Penley acts as principal, agent, offtaker, investor or project coordinator. The structure changes with the risk. The verification does not.

Every asset we take a position in is assessed on a horizon longer than our own involvement in it. Closure provisioning, rehabilitation and land return are priced at entry, not deferred to exit.

Local participation sits in the ownership documents and the operating agreement. A project that does not survive the people around it is not an asset. It is a liability with a delay on it.

§06 — How we commit
Six gates between an introduction and a commitment.
The sequence is fixed. Nothing skips a gate because the economics look attractive. That is the point of having them.
Bring us a cargo, a licence, or a mandate.
Tell us the product, the tonnage and the destination. We will come back with a structure, a control plan and an honest view on whether we are the right counterparty.
